II.1.4) Short description of the contract or purchase(s) The Big Lottery Fund (BIG) is the largest Lottery Distributor in the UK.

In 2008/ 2009 it received over 34 000 applications and currently has some 42 000 grants in management.

In Wales, BIG and its predecessors have invested over 600 000 000 GBP in projects that support the needs of communities across Wales. In recent years this has included the investment of 7 000 000 GBP in skills development through its Stepping Stones programme, which sought to help participants engage with education, employment or volunteering.

To further BIG’s aspirations in this area of work, we have secured funding from the European Social Fund (ESF) through the Welsh European Funding Office (WEFO) to deliver the Life Skills project under the Priority 2, Theme 1 of the Regional Competitiveness and Employment Framework.

The Life Skills project will tackle economic inactivity by engaging with participants and supporting them in increasing their skills, to overcome barriers to work and to re-engage with education, employment, volunteering and/or training/ learning.

BIG will, through a series of competitive tender exercises, appoint Bidders to deliver individual packages of support and training to participants throughout the Competitiveness areas of Wales.

This contract notice is specifically for the provision of services for individuals who are considered "Carers and former carers" aged 16 plus (participants), that are not in education, employment or training, who reside within the Competitiveness Area of Wales.

For the purpose of this procurement exercise Carers and former carers are defined as participants that meet either of the following definitions:
(a) Current, or former, carers who meet the definition of the Carers and Disabled Children Act 2000. Carers eligible for assessment of their needs under the Act are those aged 16 or over who provide a regular and substantial amount of care for someone aged 18 or over.


(b) Adults that are looking after ill, frail or disabled family members, friends and neighbours for more than 20 hours every week, and are not in receipt of payments for this care.

The Local Authority areas that are eligible for Competitiveness funding are: — Flintshire, Wrexham, Powys, Monmouthshire, Newport, Cardiff and.

The Vale of Glamorgan.

BIG anticipates awarding a minimum of 4 contracts to Bidders who have the specialist skills, knowledge and experience to engage with Carers and former carers that reside within the Competitiveness Area.

Bidders will have the ability to offer individually tailored packages of support that will enable participants to progress into education, training, volunteering or employment.

In addition to engaging with the agreed target number of participants, there will be a requirement that a percentage of those participants will progress into sustainable employment, volunteering, training, further learning and / or gain qualifications.

Collectively, through all contracts awarded, a minimum of 1800 Carers and former carers will have been engaged and supported by the end of the programme.

In order to ensure that this target is met, this procurement exercise will be awarded through designated "lots". Each "lot" will relate to a range of potential participant numbers to be engaged over the duration of the contract. It will be the responsibility of the bidders to indicate which "lot" they will be tendering for, and to indicate exactly how many participants from that range they have the capacity to engage with and support.

The ranges for the "lots" are as follows; 1) 20 – 60 participants 2) 61 – 120 participants 3) 121 – 220 participants 4) 221 – 500 participants 5) 500 plus participants BIG will be looking to award contracts that, collectively, target a range of Carers and former carers, and provide a geographical spread of projects across Wales.

Once the bidders proposal to the Invitation to Tender has been evaluated, successful bidders will be allocated a target number of participants and a set budget based on the information provided and the total resources available.

Details of the individual outputs to be achieved by Bidders will be available within the Invitation To Tender.

For this procurement exercise there is a budget of approximately 3 000 000 GBP (inclusive of VAT).

Contract values will range between 150 000 GBP and 1 000 000 GBP (including VAT) over the contract term.

Contract terms will be for a period of 4 years, with the option to review and possibly extend for a further 12 months.
