Process of Tendering

The public sector buys products and services from you by following a process. The list below outlines the key stages in a typical lifecycle of Welsh public sector tenders:

  1. Define the procurement strategy

The buyer defines its aims, decides what is needed, prepares the business case and then decides how the procurement exercise will be carried out. This includes choosing the contract type (see ‘Types of contract’) and the award procedure (see ‘Award procedures’).    

  1. Invite tenders

The buyer invites suppliers using sell2wales. In some cases, you’ll have to pre-qualify (see ‘PQQ’) before being invited to tender (see ‘ITT’).

  1. Evaluate and refine tenders

The buyer evaluates the tenders against set standards relating to value for money. This process usually includes a period of clarifying the tender before it is accepted.

  1. Award the contract

The buyer awards the contract to the supplier whose bid offers best value for money.

  1. Manage the contract

The supplier and the buyer manage the contract and the supplier’s performance is checked and monitored by the organisation.
